I introduced LR123 on March 28th. This resolution recognizes April as Personal Security Awareness month. It was signed on April 8th. PSAM is an effort to raise awareness surrounding personal security options and deliver valuable knowledge and life-saving advice to men and women across the globe. Here is the resolution for Nebraska during the month of April:
WHEREAS, the month of April has been designated as Personal
Security Awareness Month; and
WHEREAS, the mission of Personal Security Awareness Month is to
raise awareness of personal security options and deliver valuable knowledge
and life-saving advice; and
WHEREAS, throughout the month of April, personal protection experts
and law enforcement professionals will partner to educate the public about
Personal Security Awareness Month and provide information to individuals
about how to safeguard themselves and their family members.
NOW, THEREFORE, BE IT RESOLVED BY THE MEMBERS OF THE ONE HUNDRED
THIRD LEGISLATURE OF NEBRASKA, FIRST SESSION:
1. That the Legislature recognizes April 2013 as Personal Security
Awareness Month in Nebraska.
2. That during Personal Security Awareness Month, the Legislature
encourages citizens to become aware of ways to avoid victimization and
learn how to keep themselves and their families safe from crime.

The 2013 legislative session began on January 9th. Today was the last day of bill introduction. There will be many challenges this year and I am looking forward to addressing them. I just wanted take a few minutes to wish everyone in District Three and the State of Nebraska a Merry Christmas! My wife Jacquie joins me in sending you and your family all the best during this holiday season. We’re reminded of our many blessings this time of the year and give thanks for having loved ones to share them with. Still many are struggling and our thoughts and prayers are with them as well. We also remember those serving and are away from home this Christmas. We pray for their safety and thank them for their service. We pray for their loved ones at home as well. May you find comfort and joy over the coming days and beyond. May we all take the spirit of Christmas forward into each and every day in the coming year!

In recent monthly newsletters I touched on the great national rankings Papillion, Bellevue, and Sarpy County have received from national sources like CNN Money and Money Magazine. Today we have more good news for the area.
This morning Governor Heineman announced that Fidelity Investments will be building a new data center in Papillion. The data center is a $200 million project and will create between 30 and 35 jobs. Senator Cornett’s LB1118, that I supported, was important in Fidelity’s decision to build in Papillion. My priority bill LB 1080, which provides a property tax exemption and a sales and use tax exemption relating to data centers will lead to even more jobs for District 3. These bills prove that lower taxes will bring jobs into Nebraska.
Another great part of our community is support for our military. Earlier today I took part in the groundbreaking of the new STRATCOM headquarters at Offutt Air Force Base. This project will bring 400 new jobs to the area and strengthen the high-tech capacity of our military.
Great things continue to happen for Sarpy County. We have a low crime rate, affordable cost of living, great jobs, low unemployment, great education institutions, and modern health care facilities. I look forward to building on these successes in the next legislative session and seeing more opportunities develop for the residents of District 3 and Sarpy County.

Dear Fellow Nebraskan:
As fall moves in I’m hopeful the drought will end, and with cooler weather our minds turn to football. I’m excited for the Big Red to take the field! While football and volleyball are fun we should also remember our state and local institutions of education – UNL, Bellevue University, Metro Community College, UNO, Bellevue Public Schools, and Papillion-La Vista Schools have served students well. I wish parents, teachers, and students much success this school year.
Labor Day is also around the corner and I’m reminded of how fortunate we are in Nebraska when so many other areas aren’t doing as well. Recently publications like CNN Money and Money Magazine ranked Sarpy County, Papillion, and Bellevue high nationally in areas like jobs and livability. Our business friendly climate, young workforce, good schools, churches, hospitals, improvements in infrastructure, and our commitment to our Veterans and military have made this a great area to live. I’ll continue working hard to bring opportunities to the residents of District 3. LB1080 which passed in the last session will help bring jobs to the area. I’m also excited about the recent approval for a new STRATCOM headquarters. This project will bring 400 new jobs to the area and strengthen the high-tech capacity of our military.
I’m looking at the challenges we face throughout the interim. I’m investigating our transportation and telecommunications infrastructure. To this end I toured a telephone company in Pierce, Nebraska. The tour was hosted by Senators Sullivan and Dubas, highlighting improvements in rural telecommunications. I’m eager to see these improvements replicated in all areas of our state.
I enjoyed meeting many of you at the Arrows to Aerospace parade and other activities this month. This is an exciting time for District 3 and I look forward to building on our success in the next legislative session. You help make this possible with your ongoing communications. Dear Fellow Nebraskan;
The 2012 Legislature adjourned Sine Die on April 18th. The 60th day of the session was spent primarily debating and voting on veto overrides, and bidding farewell to nine term limited senators. With regards to legislation this year I designated LB 1080 as my senator priority bill, which was introduced by Senator Abbie Cornett, and will bring 20-30 jobs to Sarpy County. LB 1080 was approved by the legislature on a 42-2 vote and signed by Governor Heineman. I also introduced four pieces of legislation, three of which received the approval of the Governor. The bills passed this session were: LB 719, which changed and eliminated provisions of the Records Management Board; LB 766, which allows for timely, professional and coordinated hazardous material response; and LB 819, which deals with the treatment of military medals as unclaimed property. The fourth bill I introduced allowed for the display of an honor and remember flag. While this bill did not reach the Governor’s desk this session, I will work on the bill over the interim in hopes for re-introduction next session.
While debate was contentious on a few bills this year, overall the legislature was able to come together and pass meaningful legislation, including a tax cut, and a responsible and balanced budget. Overall, the Legislature sent 245 bills to the Governor’s desk, which is less than the 272 the legislature took final action on last year. I also co-signed 9 pieces of legislation this year that were ultimately approved by the Governor. One of those bills was LB 750, which was introduced by Senator Cornet dealt with concerns which were raised during an interim hearing last fall regarding land valuation practices in Sarpy county. LB 750 adds a new guideline for consideration to determine the actual value of an individual property, and was passed by the Legislature on a 48-0 vote.
This session was a busy one with the office receiving over 4,300 contacts from Nebraskans who either called, sent a letter or email, or dropped by the office while visiting the State Capitol. These contacts and visits ranged from opinions on pending legislation, navigating constituents to the correct state agency for assistance, and groups of students touring our beautiful State Capitol Building. While the legislative session may be over, my office is open over the interim, and I would encourage you to contact my office should you need assistance or if you have an idea for legislation for the next legislative session scheduled to convene in January 2013.

Recently Fred LeRoy of Nebraska’s Ponca Tribe was recognized by the legislature with LR385. LeRoy passed away in January. He leaves behind a legacy. He served in Vietnam and also two terms as the Chairman of the Ponca Tribe in Nebraska. He was a great Nebraskan. We send our condolences to his family.

WHEREAS, Fred LeRoy, former chairman of the Ponca Tribe of Nebraska, passed away on January 11, 2012, at the age of sixty-two; and WHEREAS, Fred LeRoy was a Marine who served in the Vietnam War; and WHEREAS, Fred LeRoy served two terms as chairman of the Ponca Tribe of Nebraska after successfully petitioning the federal government to officially restore the tribe after it had been terminated in 1962; and WHEREAS, during Fred LeRoy’s tenure as chairman, he presided over a period of growth in membership, housing, and programs that led to the overall betterment of the Ponca Tribe; and WHEREAS, Fred LeRoy is survived by three children, three grandchildren, and a nephew; and WHEREAS, Fred LeRoy was a great American, a great Nebraskan, and a great warrior for the Ponca Tribe.
NOW, THEREFORE, BE IT RESOLVED BY THE MEMBERS OF THE ONE HUNDRED SECOND LEGISLATURE OF NEBRASKA, SECOND SESSION:
1. That the Legislature extends its sympathy and condolences to the family of Fred LeRoy.

2012 Session – This 60 day session will be busy one with a number of hot topics being discussed. I’m looking forward to hearing your input as the session progresses.
My Bills – I have introduced several bills. LB719 changes and eliminates provisions of the Records Management Act, transmission of reports, and certain surcharge and convenience fees. LB766 centers on Nebraska Emergency Management, authorizing the Adjutant General to make certain emergency expenditures. LB819 deals with unclaimed property, specifically the treatment of military medals. LB999 revises statutes on display of the Honor and Remember Flag. Special Session – The Extraordinary Session called by Governor Heineman dealing with pipeline siting legislation will close on November 22nd. Citizens across Nebraska have been very involved in this process. I have heard from many people in District 3 and your feedback was important as a reasonable solution was sought.
Bellevue Veteran’s Parade – The parade was held on November 5th in Old Towne. Our community puts on a wonderful event every year. It was great to see so many in attendance to honor and thank our Veterans! Veterans issues remain one of my top priorities in the legislature.
Sovereign Native Youth Leadership – I was invited to meet with the Sovereign Native Youth Leadership participants in Omaha last month. These future leaders serve as ambassadors of their schools. Happy Thanksgiving! – We should reflect on our blessings no matter the day. Even when heated issues arise we can be thankful for the legislative process in Nebraska allowing citizens a voice in their government. As we break from Special Session for the holiday I’m reminded to put life in perspective. Jacquie and I wish your family the best over this Thanksgiving holiday!
