Operating Procedures Adopted by the Redistricting Committee

  1. Incumbents’ resident addresses for all entities to be redistricted by the Nebraska Legislature (Legislature, U.S. House of Representatives, State Board of Education, Board of Regents, and Public Service Commission) shall be plotted on maps by the GIS staff in the Legislative Research Office (LRO).
  1. Members of the Redistricting Committee shall develop plans for legislative districts. In so doing, committee members shall obtain input from members of the Legislature not on the committee.  The plans shall be submitted to LRO by September 9, 2021, shall be presented at public hearings.

When added together, the deviation range of all districts within a plan shall approach 0%,

  1. The Redistricting Committee as a whole, shall develop the redistricting plan for the U.S. House of Representatives. The population of each district shall be as nearly equal as practicable, that is, with an overall range of deviation at or near approaching 0%.
  1. The chairperson of the Redistricting Committee shall appoint subcommittees as is necessary to prepare redistricting plans for the State Board of Education, Board of Regents, Public Service Commission, and Supreme Court.
